Steps to reproduce

open the reproduction link, look at the preview, compare slot2 and slot3

What is expected?

I pass a template#slot3 , but it's content is empty by chance, I want the slot render what I passed, even if it is empty

What is actually happening?

if the template#slot3 content is empty, the slot render it's fallback content

This is the expected behavior, consistent with vue2
